Allow access to the bixbyUserId context property. For more information about bixbyUserId and $vivContext, read User Context Information.

If this permission is set, your capsule will have access to bixbyUserId, a secure user ID that is tied to a user's account and is the same across devices. The user has the ability to reset their user ID if they desire.
